The obstacle to nuclear power at scale is no longer reactor engineering; it is the delivery model. Todd Zabelle, author of Built to Fail, argued that one-off projects cannot supply the nuclear capacity now demanded, and that the answer sits outside project management altogether.
The stakes: three to four trillion dollars of capital investment, in a sector where indirects run to 41 percent of cost against 17 percent for equipment. Zabelle’s diagnosis: projects are managed as organizations, social systems built around people, while production systems are engineering objects. Factory manufacturing enables industrialization but does not constitute it: Westinghouse promised factory fabrication and schedule predictability for the AP1000 at VC Summer, later abandoned. Building a nuclear power station is an engineering achievement; “building hundreds of nuclear power stations over several decades is an industrial achievement.” Industrialization begins when production systems become objects of scientific analysis, with behavior described mathematically before physical systems exist.
Zabelle’s proposal is production engineering at the enterprise level: operations science as the foundation, project production management as the framework, digital twins as enabling technology. Asked in Q&A about the 41 percent, he estimated a sorted production system could remove 25 to 30 percent of it. Whether vendors, utilities, or owners build that capability will decide how fast nuclear scales.
