Construction Isn’t Broken, It’s Mis-managed: ConTech Exec In Conversation with Todd Zabelle

12 January 2026

Despite trillions in investment and the advent of AI, construction productivity has been on a downward trend since 1990. At the Project Production Institute (PPI), we believe the solution lies in a fundamental shift in how we view project delivery.

Our founder, Todd Zabelle, recently sat down with Robert on the ConTech Exec podcast to discuss "The Flow Problem" and why the industry must move beyond outdated management models to embrace true production systems.

From Predictability to Production: The Three Eras

In the interview, Todd breaks down the evolution of project delivery and why most modern projects are still stuck in the past:

  • Era 1 (Productivity): The early focus on manual labor and individual output.
  • Era 2 (Predictability): The current standard, dominated by critical path scheduling and "dates." While useful for planning, this era often fails to account for the reality of production on the ground.
  • Era 3 (Production Systems): The PPI approach. This era focuses on profitability, treating a construction project as a dynamic production system governed by rates rather than just calendar deadlines.

Solving the "Flow" Problem

Todd and Roberto discuss the definition of flow. When flow stops, Work in Process (WIP) builds up, acting as a massive drain on time and capital. Key insights from the episode include:

  • Managing the Throttle: You cannot eliminate bottlenecks; you can only move them. Successful production management involves identifying the bottleneck and using it as a "valve" to control the pace of the entire project.
  • Rates vs. Dates: A schedule is a request; the production system is the reality. To succeed, we must manage the rate at which work flows.

The 2026 Infrastructure Mandate

As we face unprecedented demand for digital infrastructure construction, including the global expansion of data centers and energy networks, the stakes have never been higher. Todd emphasizes that the current "administrator" class in construction often obscures the physical work being done. To meet the demands of 2026, we must refocus on the "Doers" and the science of production.
